Renta Activa de Inserción y protección social. El caso español

Abstract
El desempleo en España siempre ha existido, pero lo cierto es que en la actualidad se presenta con perfiles dramáticos, elevándose el riesgo de exclusión social y la vulnerabilidad de determinados ciudadanos con especiales dificultades para obtener y conservar un empleo. En este contexto, cobra especial relevancia la Renta Activa de Inserción, que combina el derecho social a una prestación con los derechos asociados a la participación activa de los beneficiarios en el entramado social. Esta realidad hace oportuno el presente artículo, donde se analizan los antecedentes normativos y el debate actual sobre la configuración jurídica futura de la RAI. Concretamente, se aborda el estudio de los requisitos de los beneficiarios y trámites de acceso al programa, el compromiso de actividad y las obligaciones del beneficiario, las acciones de inserción laboral y social y su vertiente económica. Además, se analizan otras ayudas dirigidas a desempleados de larga duración centrando la atención en el Ingreso Mínimo Vital, recientemente aprobado en España. Especial atención se le prestará a las propuestas de futuro, encaminadas todas ellas a aumentar la eficacia de la prestación, mejorar su diseño institucional y asegurar su eficiencia en el ámbito de la protección social de Seguridad Social
Abstract
Unemployment in Spain has always existed, but the truth is that it currently appears with dramatic profiles, increasing the risk of social exclusion and the vulnerability of certain citizens with special difficulties in obtaining and keeping a job. In this context, the Active Insertion Income is particularly relevant, which combines the social right to a benefit with the rights associated with the active participation of the beneficiaries in the social fabric. This reality makes this article opportune, where the normative antecedents and the current debate on the future legal configuration of the RAI are analyzed. Specifically, it addresses the study of the requirements of the beneficiaries and procedures for access to the program, the commitment to activity and the obligations of the beneficiary, the actions of labor and social insertion and its economic aspect. In addition, other aid aimed at long-term unemployed is analyzed, focusing on the Minimum Living Income, recently approved in Spain. Special attention will be paid to future proposals, all of which are aimed at increasing the effectiveness of the service, improving its institutional design and ensuring its efficiency in the field of Social Security social protection.
